Eduardo de Oliveira Soares Real (UCPEL)<\/p><p style=\"text-align: center;\"><strong>RESUMO<\/strong><\/p><p>A tessitura do cen\u00e1rio geopol\u00edtico internacional, com o apoio da intensifica\u00e7\u00e3o dos processos de globaliza\u00e7\u00e3o, tem gerado um grande n\u00famero de mobilidades humanas, com especial express\u00e3o nas \u00faltimas d\u00e9cadas. Sejam deslocamentos for\u00e7ados, migra\u00e7\u00f5es econ\u00f4micas, internas ou de outra categoria, estamos diante de fluxos que ensejam regulamenta\u00e7\u00e3o dos Estados e das pol\u00edticas internacionais. Embora os fluxos migrat\u00f3rios se demonstrem mais flu\u00eddos e amb\u00edguos, com a tend\u00eancia de relativiza\u00e7\u00e3o das fronteiras, encontram oposi\u00e7\u00e3o na l\u00f3gica de seguridade nacional e no movimento de criminaliza\u00e7\u00e3o e controle das divisas internacionais, pautadas na soberania estatal. As crises e din\u00e2micas evidenciadas na Am\u00e9rica Latina possuem caracter\u00edsticas espec\u00edficas que carecem de maior an\u00e1lise e desenvolvimento de pesquisas e saberes. Desta forma, o grupo de trabalho visa contemplar estudos e pesquisas que abordem os processos migrat\u00f3rios em qualquer de seus vieses: migra\u00e7\u00f5es internacionais, migra\u00e7\u00f5es internas, asilo, apatridia, migra\u00e7\u00f5es hist\u00f3ricas, ref\u00fagio, bem como demais migra\u00e7\u00f5es for\u00e7adas que atualmente n\u00e3o se enquadrem no instituto jur\u00eddico de ref\u00fagio. Partindo do conceito da figura do imigrante como o estrangeiro que passa a residir em territ\u00f3rio fora de suas fronteiras nacionais e do emigrante como o indiv\u00edduo que deixa seu Estado para fixar resid\u00eancia em outro pa\u00eds, a proposta n\u00e3o se limita \u00e0 migra\u00e7\u00e3o internacional, igualmente visando abarcar o imigrante interno, aquele que n\u00e3o abandona as margens estabelecidas pela sua p\u00e1tria. Ainda agregando as demais modalidades de migrantes, como a figura do Refugiado &#8211; aquele que por devido a fundados temores de persegui\u00e7\u00e3o por motivos de ra\u00e7a, religi\u00e3o, nacionalidade, grupo social ou opini\u00f5es pol\u00edticas encontre-se fora de seu pa\u00eds de nacionalidade e n\u00e3o possa ou n\u00e3o queira acolher-se \u00e0 prote\u00e7\u00e3o de tal pa\u00eds \u2013 sem excluir a crescente demanda de deslocamentos for\u00e7ados que n\u00e3o se enquadram atualmente na categoria de Ref\u00fagio, como as migra\u00e7\u00f5es motivadas por desastres ambientais, at\u00e9 atingir a representa\u00e7\u00e3o extrema da apatridia, quando o indiv\u00edduo deixa de possuir acolhimento de qualquer pa\u00eds ao perder o elo legal entre o Estado e a sua pessoa, deixando de possuir nacionalidade e de ser detentor dos mais b\u00e1sicos direitos inerentes \u00e0 esta figura. Com foco nas perspectivas latino americanas, a proposta de simp\u00f3sio tem\u00e1tico pretende do mesmo modo receber &#8211; independente do objeto de an\u00e1lise ser a interface econ\u00f4mica, cultural, hist\u00f3rica, pol\u00edtica ou de pol\u00edticas p\u00fablicas &#8211; abordagens da tem\u00e1tica com interseccionalidades de demandas sociais de g\u00eanero; sexualidade; religi\u00e3o; ra\u00e7a; etnia; nacionalidade; persegui\u00e7\u00e3o pol\u00edtica; grupos sociais.<\/p><p><strong>Palavras-Chaves: <\/strong>Migra\u00e7\u00e3o; Refugiados; Am\u00e9rica Latina<\/p><p style=\"text-align: center;\"><strong>\u00a0<\/strong><strong style=\"color: var(--color-content-text);\">Migration flows and Refugees \u2013 Latin American Perspectives<\/strong><\/p><p style=\"text-align: center;\"><strong>ABSTRACT<\/strong><\/p><p><strong>\u00a0<\/strong>The fabric of the international geopolitical scenario, supported by the intensification of globalization processes, has generated a great number of human mobilities, especially in recent decades. Whether they are forced migrations, economic migrations, internal or otherwise, we are faced with flows that lead to regulation of states and international policies. Although migration flows are more fluid and ambiguous, with the tendency to relativize borders, they find opposition in the logic of national security and in the movement of criminalization and control of international borders, based on state sovereignty. The crises and dynamics evidenced in Latin America have specific characteristics that require greater analysis and development of researchs and knowledge. In this way, the working group aims to contemplate studies and research that address migration processes in any of its biases: international migrations, internal migrations, asylum, statelessness, historical migrations, refuge, as well as other forced migrations that currently do not fit the institute of refuge. Starting from the concept of the figure of the immigrant as the foreigner who happens to reside in territory outside its national borders and the emigrant as the individual who leaves his State to settle in another country, the proposal is not limited to the international migration, also aiming to cover the internal migrant, the one who does not abandon the margins established by his homeland. Still adding other forms of migrants, such as the Refugee figure &#8211; who, due to well-founded fears of persecution on grounds of race, religion, nationality, social group or political opinions, are outside their country of nationality and can not or do not want to accept the protection of such a country \u2013 without excluding the growing demand for forced displacements that do not currently fall into the category of Refuge, such as migrations caused by environmental disasters, until the extreme representation of statelessness is reached, when the individual no longer has the reception of any country by losing the legal link between the State and its person, failing to possess nationality and to be the holder of the most basic rights inherent to this figure.
